The Cobble Hill Improvement District “Water System Capital Development Plan and Master Plan” Report was completed by McElhanney Engineering on August 31, 2022.
This report presents a program to upgrade the water distribution system over the next 10 to 20 years, and a Capital Work program is outlined to ensure the continued reliable supply of water to the Cobble Hill Improvement District.
Network analysis has shown that small diameter lines restrict the capacity of the system to provide Fire Flows, and in some cases, lines need to be upgraded to meet the insurance industry’s recommended guidelines.
Fire flow requirements are typically calculated in accordance with the latest edition of the “Water Supply for Public Fire Protection”, published by the Fire Underwriters Survey (FUS). FUS fire flows vary widely depending on building size, construction, exposure and occupancy.
The existing distribution system cannot deliver a fire flow of 60 l/s plus current Maximum Day Demand throughout the service area.
The existing distribution system cannot deliver minimum fire flows to commercial, industrial and institutional customers.
Based on McElhanney’s review of existing information and computer modelling, the following system improvement is recommended for the purpose of strengthening the system to improve domestic water supply and improve residential fire flows.
Master Plan Project #2 – Achieve Residential Fire Flows Throughout Current System

Replace the existing 50 mm diameter line on Fairfield Road from East of Verner Avenue to the West of Verner Avenue with a 250 mm main. Install a new 250mm line on Fairfield Road from West of Verner Avenue to Fisher Road. The total length of main replacement is 311 metres.

Replace the existing 50 mm line on Verner Avenue from north of fire lane at Turner Lane to Fairfield Road with a 150mm line. The total length of main replacement is 163 metres.

Construct a new 250 mm main along Fisher Road between Holland Avenue and Watson Avenue, and north on Watson Avenue until it intersects with Fairfield Road. The total length of main is 201 metres.
